Becoming a Prime Contractor With MoDOT

Step 1 – Prequalification

To bid as a Prime Contractor, vendors must either have a Prequalification Contractor Questionnaire (in order to bid on projects of any size) or a Contractor Questionnaire (in order to bid only on projects un­der $2,000,000) approved and on file with MoDOT, along with the required documentation 7 days prior to the bid opening.

Attach the following documents and submit with your completed Prequalification Contractor Questionnaire

  • Current Certificate of Insurance that meets all requirements under Section 107
  • Signed and Notarized letter from your surety bonding company
  • Registration with the Missouri Secretary of State’s Office (Certificate of Good Standing)

Want to bid only on projects under $2,000,000?

Attach the following documents and submit with your completed Contractor Questionnaire

  • Current Certificate of Insurance that meets all requirements under Section 107
  • Registration with the Missouri Secretary of State’s Office (Certificate of Good Standing)

Your questionnaire will be retained on file for one year.

 

Step 2 – Register to Bid

Upon registering to bid, vendors should also register with MoBuys, as all MoDOT contract payments will be made through MoBuys. Registration with MissouriBUYS ensures prompt payment and allows vendors to update important information such as address changes or banking information. In addition, registration in MissouriBUYS allows contractors to view other bid opportunities with the State of Missouri. MissouriBUYS Statewide eProcurement System (mo.gov)

 

Step 3 – Before Beginning Work

  • If not already registered, register with MoBuys.  All contract payments will be made through MoBuys.
  •  A Certificate of Insurance that is contract specific is required to be on file with MoDOT for the prime contractor before working on the project. 
  • Transient Certificate – All out of state construction companies must submit a copy of their transient certificate or a letter of exemption to MoDOT before working on an individual project.   To obtain a copy of your Notice of Registration or a letter of exemption contact the Department of Revenue - Taxation Division Lisa.Ordway@dor.mo.gov     Phone: 573-751-0459
