The Bipartisan Infrastructure Law, passed in late 2021, establishes a National Electric Vehicle Infrastructure Formula Program (“NEVI Formula”) to provide funding to states to deploy electric vehicle (EV) charging infrastructure and to establish an interconnected network to facilitate data collection, access, and reliability.
Missouri submitted its plan to the Joint Office of Transportation and Energy on July 29, 2022. On September 27, 2022, Missouri received approval from the Joint Office for the National Electric Vehicle Infrastructure (NEVI) Plan. This plan is the first step in the deployment and installation of EV charging along our Alternative Fuels Corridors. Missouri will take the next 18 months to further research and institute best practices from around the country to deploy EV charging in Missouri.

Federal Legislation
The Infrastructure Investment and Jobs Act signed into law on Nov. 15, 2021, established a first-of-its-kind National Electric Vehicle Infrastructure Formula Program. NEVI will provide funding to states to deploy electric vehicle charging infrastructure along public roads to establish an interconnected network across the state and nation.
National Electric Vehicle Infrastructure (NEVI) Formula Program.
The $5 billion NEVI Formula Program will provide dedicated funding to States to strategically deploy EV charging infrastructure and establish an interconnected network to facilitate data collection, access, and reliability. Initially, funding under this program is directed to designated Alternative Fuel Corridors for electric vehicles to build out this national network, particularly along the Interstate Highway System. When the national network is fully built out, funding may be used on any public road or in other publicly accessible locations. Ten percent of the NEVI Formula Program will be set-aside each fiscal year for the Secretary of Transportation to provide discretionary grants to help fill gaps in the national network. A separate process for these “gap-filling” grants will be established in future guidance.
For Fiscal years 2022-2026, Missouri will receive $98.9 million of the $5 billion NEVI formula funds to deploy electric vehicle charging infrastructure. NEVI funds will cover 80% of eligible project costs.
