PROJECT PROGRESS
The Missouri Department of Transportation is planning improvements to enhance safety and traffic flow at three intersections on Paris Road and College Avenue in Columbia: Paris Road at East Brown Station Road, College Avenue at University Avenue, and College Avenue at Rollins Street.
The estimated total cost (engineering, right-of-way, and construction) for this project is $700,000. This cost may change.
Maps, preliminary plans, and other information prepared by MoDOT will be available for public inspection during an online comment period this fall. Any person affected by this project may request that an in-person public meeting be held in regard to the proposed improvements. Such a meeting would be held in fall 2026. Requests for an in-person public meeting shall be in writing and must be submitted to the District Engineer at 1511 Missouri Boulevard, Jefferson City MO 65102, before Aug. 10, 2026.
The project is currently scheduled to be part of MoDOT's May 2027 letting, when contractors may submit competitive bids. The Missouri Highways and Transportation Commission may award the contract as part of their June 2027 meeting and, if the contract is awarded, a notice to proceed date will also be given. That is the earliest date the contractor may begin work.
Construction could begin in 2027, but the exact schedule of work is not known. MoDOT will work with the contractor to minimize disruptions to traffic during the school year, as much as possible.

Paris Road at East Brown Station Road

Staged construction to maintain at least one lane of traffic in each direction at all times.
College Avenue at University Avenue

Short-term lane closures expected.
College Avenue at Rollins Street

Eastbound Rollins Street to close from College Avenue to the first drive east of College Avenue (south side of the street) during the widening of Rollins Street.

The driveway entrance on the south side of Rollins Street, just east of College Avenue, will be constructed in stages to maintain one open lane at all times.
The project could span two years, if necessary, to minimize disruptions during the school year.

What changes will be made as part of the project?
Planned improvements at Route B and East Brown Station Road include reconfiguring the right-turn lanes and upgrading the left-turn signals to improve safety and traffic flow. At Route 763 (College Avenue) and University Avenue, the left-turn signals will be upgraded to improve safety. At College Avenue and Rollins Street, the project includes adding a westbound left-turn lane and upgrading the left-turn signals to improve safety and traffic flow.
Willl any roadways be closed during construction?
At this time, Paris Road at East Brown Station Road is expected to maintain at least one lane of traffic in each direction at all times. College Avenue at University Avenue is expected to have short-term lane closures.
