The Missouri Department of Transportation, St. Charles County and local municipalities teamed together to allocate $118.2 million towards building Route 364/Page Phase 3. The project included building an improved connection from Page Phase 2 at Route 94 and Mid Rivers Mall Drive to I-64/US Route 40/61 at Route N.
The $118 million project opened in two phases - from Interstate 64 to Route K in October 2014 and from Route K to Mid Rivers Mall Drive in November 2014. The completion of this project marked the final piece of a regional transportation vision that began more than 40 years earlier when a grassroots group was formed in St. Charles County to push for what became known as the Page Extension.
- Phase 1 of the Page Extension was completed in 2003 and included construction of the Veterans Memorial Bridge.
- Phase 2 from Jungs Station to Mid Rivers Mall Drive was completed in 2012.
- Phase 3 formed the final connection from I-270 in St. Louis County to Interstate 64 at Route N in St. Charles County. It serves as an alternate for travel on Interstate 70 and Interstate 64.
Project Timeline
The Missouri Highways and Transportation Commission approved the contract on Feb. 6, 2013 and selected Page Constructors Joint Venture to complete the design-build project.

Design-Build Project
Design-build is a delivery method that includes hiring one contracting team to complete the design work and build the highway improvement under one contract. This technique has been known to significantly save time and provide cost savings.
The Missouri Highways and Transportation Commission selected Page Constructors Joint Venture to complete the Route 364/Page Phase 3 design-build project. The Page Constructors Joint Venture team included Fred Weber Inc. and Millstone-Bangert Inc (now known as Millstone Weber) along with Kolb Grading and lead designer, Parsons Transportation Group.
Project Details
Page Constructors designed and built a four lane divided freeway for nine miles from Route 94 at Mid Rivers Mall Drive in St. Peters to Interstate 64 in Lake Saint Louis. The project included:

Gutermuth Road bridge over Route 364

single point interchange at Route K with widening of Route K to six lanes north and south of the interchange

new ramps to complete the cloverleaf interchange at I-64
