Project Summary
MoDOT, in coordination with the Federal Highway Administration, is finishing the re-evaluation process to update the Environmental Impact Statement (EIS) of Interstate 70 (I-70) in Warren and St. Charles counties. As work to update the Environmental Impact Statement wraps up, Improve I-70 Warrenton to Wentzville has transitioned to a Design-Build project. The award of this contract is scheduled for Friday, Nov. 8, and construction could begin by spring 2025.
This project is scheduled to include the following improvements:
- Add a third lane of travel to eastbound and westbound I-70 between Warrenton and Wentzville.
- Interchange and outer road improvements in Wright City.
- Realignment at the railroad bridge on I-70 between Wentzville Parkway and Route Z.
- Interchange improvements at I-70 and I-64/Route 61.
- Add a third lane of travel to eastbound and westbound I-64 between I-70 and Route K.
- Bridge replacement in Foristell.
The Warrenton to Wentzville project includes the Improve I-70 and additional legislatively designated General Revenue funding. It also includes previously allocated funds in the state’s program for other I-70 and I-64 projects for a total contract cost of $600 million.
Since its original construction more than 50 years ago, I-70 has been a vital lifeline for moving people, goods, and information across Missouri and beyond.
Improve I-70: Warrenton to Wentzville Shortlisted Teams
MoDOT has received Statements of Qualifications (SOQs) from teams interested in competing for the contract to design and construct the second project of MoDOT’s statewide Improve I-70 Program. Improve I-70: Warrenton to Wentzville will improve Interstate 70 from Warrenton to I-64 and on I-64 from I-70 to Route K, including improvements to the I-64/I-70 interchange at Wentzville. This project is one of several projects which will widen I-70 across the state.
The pre-qualified teams are as follows:
- Ames Millstone Weber Joint Venture
- Ames Construction, Millstone Weber, Parsons Transportation Group
- Improve 70 Alliance Joint Venture
- Emery Sapp & Sons, Clarkson Construction, HNTB, Bartlett & West
- The Walsh Design-Build Team
- Walsh Construction, American Structurepoint, RS&H, Olsson
MoDOT issued the Request for Proposal in July 2024 to these teams. The department will work through the procurement process with these teams, who will submit their proposal for the potential selection of the winning contract in Fall 2024. Construction could start as early as Spring 2025. There are still opportunities for additional consultants and subcontracting firms to be added to each team.
Improve I-70: Warrenton to Wentzville Milestones

MoDOT invited the public to attend informational meetings to learn about the proposed plan and next steps for I-70. These were open house style meetings, and no formal presentations will be made. The public could attend the meetings anytime during the advertised hours, and the information will be the same at each location. MoDOT is currently in the planning stage of the Improve I-70 Program. What is Design-Build?
Design-build is a delivery method that includes hiring one contracting team to complete the design work and build the highway improvement under one contract. MoDOT provides the project goals, budget and schedule and the contractor team completes the work. This technique has been known to significantly save time and provide cost savings.
