Project Summary

MoDOT, in coordination with the Federal Highway Administration, is finishing the re-evaluation process to update the Environmental Impact Statement (EIS) of Interstate 70 (I-70) in Warren and St. Charles counties. As work to update the Environmental Impact Statement wraps up, Improve I-70 Warrenton to Wentzville has transitioned to a Design-Build project. 

This contract requirements included the following improvements:

  • Add a third lane of travel to eastbound and westbound I-70 between Warrenton and Wentzville.
  • Interchange and outer road improvements in Wright City.
  • Realignment at the railroad bridge on I-70 between Wentzville Parkway and Route Z.
  • Interchange improvements at I-70 and I-64/Route 61.
  • Add a third lane of travel to eastbound and westbound I-64 between I-70 and Route K.
  • Bridge replacement in Foristell.

The Warrenton to Wentzville project includes the Improve I-70 and additional legislatively designated General Revenue funding. It also includes previously allocated funds in the state’s program for other I-70 and I-64 projects for a total contract cost of $600 million.

Since its original construction more than 50 years ago, I-70 has been a vital lifeline for moving people, goods, and information across Missouri and beyond.

Best Value Proposer Selection

The Missouri Highways and Transportation Commission has the Improve 70 Alliance (Emery Sapp & Sons, Clarkson Construction, HNTB, and Bartlett and West) as the apparent best-value proposer and design-build contractor of Improve I-70: Warrenton to Wentzville. Negotiations to finalize the contract are currently in progress. Construction is scheduled to begin in spring 2025 with an anticipated completion in late 2028.

MoDOT plans to host additional public information meetings in early 2025 ahead of construction where project plans and traffic control details for the project will be shared. To learn more about the Design-Build delivery process, click here.

Proposal Highlights

The selected team, Improve 70 Alliance, was one of three shortlisted Design-Build teams. The winning proposal highlights engineering and design endeavors set out before the teams and an understanding of the local, statewide, and national importance of an improved I-70. The winning proposal includes: 

  • Constructing a third lane in each direction on I-70 from Warrenton to I-64 in Wentzville, including replacing the existing I-70 lanes with new full-depth concrete pavement. 

  • Interchange improvements at I-70 and the I-64/Route 61 interchange. 

  • Interchange and outer road improvements in Foristell, Wright City, Warrenton, and at Route Z. 

  • Realignment at the railroad bridge on I-70 between Wentzville Parkway and Route Z. 

  • Addition of a third lane of travel to eastbound and westbound I-64 between I-70 and Route K. 

  • The team has also committed to keeping two lanes of travel open on I-70 in both directions during peak travel times.

More details and design plans will be available soon and the team works to finalize the contract.

MoDOT invited the public to attend informational meetings  to learn about the proposed plan and next steps for I-70. These were open house style meetings, and no formal presentations will be made. The public could attend the meetings anytime during the advertised hours, and the information will be the same at each location. MoDOT is currently in the planning stage of the Improve I-70 Program. MoDOT engineers shared preliminary information about the goals for improving I-70, possible construction schedules for the 200 miles, and next steps.  Learn more here.

What is Design-Build?

Design-build is a delivery method that includes hiring one contracting team to complete the design work and build the highway improvement under one contract. MoDOT provides the project goals, budget and schedule and the contractor team completes the work. This technique has been known to significantly save time and provide cost savings.
