Purpose of the Project:

MoDOT’s staffing in maintenance, signal and lighting-related areas constitute about 52% of salaried employment at MoDOT with roughly 28% of MoDOT’s budget being used to accomplish maintenance-related tasks. The challenge to finding maintenance associated information at MoDOT was due to multiple software programs and difficulty in documenting work. To rectify this issue, MoDOT has implemented phase one of Maintenance Management System (MMS). It is a user-friendly, web-based program used to capture and report work performed by maintenance personnel. Currently, all maintenance areas of MoDOT are utilizing MMS. There are nearly 2,800 maintenance staff entering individual daily job location and work hours, as well as the equipment and materials daily usage. The data acquired from MMS provides timely results of work performed around the state. MMS also provides one location to plan work, access inventory, evaluate routine equipment maintenance and access safety data. The MMS Help Desk provides guidance to employees on daily MMS functions. Due to the many benefits and proficiencies MMS offers, utilization is significantly increasing in all areas of MoDOT.

In January 2023, an Incident Reporting Tool was implemented to report injuries and vehicle incidents of all employees. Since implementation, 1,075 incidents have been reported and all have been reviewed by a district engineer. The early implementation of a Safety Dashboard has resulted in a 78% increase in safety training documentation per job title and a 400% increase in observations reported through August 2023. A second version of the Safety Dashboard which added new criteria to specifically verify all required training for by employee job title was implemented in September of 2023.

Since the inception of MMS, four modules have been added and an enhancement has been made to an existing module. Calendar year Work Plans and the Work Plan Progress and Budget modules were implemented to capture planned maintenance and federalized activities. In addition, a Safety Management module has been transitioned to all MoDOT users. A Safety Observations module was implemented in September 2023 to replace a behavior-based safety program. The Assigning Work module has been enhanced that identifies required training when assigning a work activity.

Two of the MMS Phase 2, Ladder, License and Leave modules began development in September of 2023. The Career Ladder module is being examined by Human Resources and Maintenance teams across the state. A Leave module will be developed to provide employees the ability to access their employee leave balances and pay stubs, update their overtime choices and the ability to request annual and sick leave hours. Also in Phase 2, multiple enhancements will be implemented such as creating the ability to access Call Reports from documented work and adding comments to locations of work. The anticipated full implementation date of Phase 2 is June 2024.

On May 24, 2023, MoDOT’s executive team approved the most recent MMS Collective Bargaining Agreement. It includes implementing Information System application best practices to ensure MMS is equipped with the most recent and advanced design standards, implementing MOVERS and AssetWorks interfaces and improving MMS integration with MoDOT’s Sign Management System and TMS Striping application. In addition, an upcoming mobile functionality and a system check will be conducted to ensure MMS is operating efficiently, safely and successfully through the next several years.
