Write Up:

MoDOT has delivered more than $5.6 billion in Design-Build contracts, saving taxpayers over $448 million and completing projects nearly 174 months ahead of schedule. The agency leads the nation in public-private collaboration and has incorporated more than 800 innovations through Missouri’s Design-Build program. MoDOT’s Innovative Contracting Program includes Design-Build, A + B Contracting, Fixed Price Variable Scope, and Design-Bid-Build using Alternate Technical Concepts.

In fiscal year 2026, three Design-Build projects were awarded in the Central and Southwest districts. The Improve I-70 Rocheport to Columbia Project will upgrade a 14-mile stretch of I-70, adding a third lane in each direction and constructing new interchanges at Route J/O, Midway (Route 40), Stadium boulevard., Business Loop 70, Providence Road., Rangeline Street, and U.S. 63. The Improve I-70 Truck Parking Project expands truck parking at rest areas in Concordia, Boonville, Mineola, and Wright City, adding 255 new stalls to the existing 506 along the corridor. The Forward 44 Southwest I-44 Improvements Project targets five segments of I-44, including major interchange upgrades, six-lane widening in the Springfield area, pavement and safety improvements across multiple counties, and bridge and pavement upgrades.

MoDOT used innovative contracting to deliver eight of 425 projects in FY 2026, representing 42.1% of the $2.1 billion program and meeting its goals for the number of projects and program value.

MoDOT also advances project value through its Value Engineering Program, conducting design-phase analyses to reduce costs and enhance flexibility. In FY 2026, MoDOT analyzed 25% of projects in design and approved 25 Value Engineering Change Proposals at a 78% approval rate, generating $4.58 million in taxpayer savings.

Purpose of the Measure:

This measure tracks the use of innovative contracting methods on MoDOT projects including Design-Build contracts, A+B contracts, Fixed Price Variable Scope contracts, and Alternate Technical Concept contracts. This measure also tracks the use of value engineering during design and construction on traditional MoDOT projects including value analysis during the design phase and construction value engineering proposals.  

Measurement and Data Collection:

MoDOT projects utilizing innovative contracting methods are reported during the fiscal year in which they are awarded. Contract award values are collected through MoDOT’s bid opening summaries and project records. A target of 10% of the programmed Statewide Transportation Improvement Program, or two projects per year, is an appropriate target for utilizing innovative contracting methods in Missouri. Information on value analysis during design is gathered from MoDOT’s Statewide Transportation Improvement Program information management system. Construction value engineering change proposal information is gathered from Value Engineering data is collected through MoDOT’s Value Engineering Proposal database.
