Accurate cost estimating within the Local Public Agency (LPA) program supports MoDOT and its partners in delivering transportation improvements efficiently for Missouri taxpayers. As of the end of June, local agencies had completed 140 projects totaling $190.5 million, which is 7.95% (or $16.4 million) below the estimated cost of $207 million and 1.2% (or $2.4 million) below the awarded contract value of $192.9 million. This performance reflects strong fiscal stewardship and effective use of available funds within the LPA program.

Of the 140 completed projects, 63% (88 projects) were finished on time. Projects completed early averaged 80 days ahead of the contractual schedule, while late projects averaged 39 days beyond their allotted time. Establishing appropriate schedules and ensuring contractors meet them can be challenging. Local Public Agencies often set longer schedules to encourage broader contractor participation, and they are typically less likely to assess significant liquidated damages in order to maintain positive relationships within the contractor community. 

Purpose of the Measure

The measure evaluates the accuracy of Local Public Agency (LPA) project cost estimating by comparing estimated construction costs and contracted amounts to final construction costs. It also tracks on‑time completion and assesses schedule reliability for the construction portion of LPA projects.

Measurement and Data Collection:

Completed project costs are reported in the fiscal year in which the project is finished. The programmed cost is based on the amount in the engineer’s estimate, and the completed costs include actual construction expenditures.
